· United Arab Emirates (UAE) comprise the 7 member states of Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimeh and Fujairah.

· Originally a small fishing settlement, Dubai was taken over in about 1830 by a branch of Bani Yas tribe from the Liwa Oasis, led by the Maktoum family – which still rules the emirate today.

Government
· The Supreme Council of the UAE, comprising the hereditary rulers of the seven emirates, is the highest federal authority. It is responsible for general policy matters involving communications, education, defense, foreign affairs and development, and for ratifying the federal laws. The council president is HH Sheikh Zayed bin Sultan Al Nahyan (ruler of Abu Dhabi), while HH Sheikh Maktoum bin Rashid Al Maktoum (ruler of Dubai) is its vice president.
· The federal Council of Ministers, responsible to the Supreme Council, has executive authority to initiate and implement laws. It is a consultative assembly of 40 representatives appointed for two years.
The Economy

· The discovery of oil in the emirates in the 1950’s dramatically transformed an economy that had been primarily based on regional and local trading. Building an economy based on the exploitation of oil from the early 1960’s and gas from the 1970’s, the UAE became one of the most prosperous countries in the world.
· Abu Dhabi and Dubai are the most important economic centers, together providing more than 80% of the UAE’s income.
· Dubai is phasing out its oil production in anticipation of the depletion of its reserves by about 2015.

Dubai will build the most innovative and exclusive residential development ever, called “ The World “. The construction began at the end of year 2003 and will be completed by the year 2008. It is a group of 200 man-made islands built and clustered in the shape of the world map and will be located 2 Kilometers inside the Gulf, which will be adjacent to world famous Burj Al Arab.

Each island, completely organic in nature, will represent a specific country, within its development having that country’s theme.
· Atlantis the Palm – 2007
Nakheel LLC and Kerzner International Limited announced to develop Atlantis, The Palm. It will be located at the center of The Palm, Jemeirah, a $1.5 billion land reclamation project in Dubai, UAE. The first phase of Atlantis, The Palm is an estimated $650 million development project. The Palm involves the creation of the world’s largest two man-made islands known as the Palm, Jumeirah and the Palm, Jebel Ali. On the fronds of the Palm, 1,800 luxury villas have been sold. On the trunk of The Palm there will be 2,200 condominiums (all sold out), 5 hotels, 2 marinas and a major retail center. The first phase of Atlantis, The Palm is expected to include: A 1,000-room luxury hotel, that will have impressive views of Atlantis, The Palm and will have some unusual and distinctive architectural features, as is the case at Atlantis, Paradise Island; A major water-theme park on 1.5 miles of beachfront-the largest in the region- which is day visitor oriented and open to the public for a gate admission. It has a capacity for over 5,000 visitors daily.

Construction is expected to commence before the end of 2004 and it is anticipated that the project will be completed by 2007.
Cargo Village Expansion - 2010

· A Dhs 730 million major expansion project for Dubai Cargo Village began in June 1998. It is expected to significantly increase cargo-handling capacity to almost 3 million tones annually by the year 2018. The 170,000 square meter project will be in 3 stages and is due for completion by the year 2010. It aims at sustaining cargo growth and enable Dubai to meet the next millennium demands. Stage two will upgrade the existing cargo terminal to a semi-automatic status. In the same phase, a new multi-story Mega Cargo terminal (Terminal 1) will be built by the year 2005.
Dubai Airport Expansion - 2016
· The department of civil aviation (DCA) has revised its growth projections for passenger traffic through Dubai International Airport to 70 million passengers by 2016 and 100 million by 2025.Accordingly, the new expansion will be designed to handle up to 70 million passengers a year. Work on the airport expansion began in mid-2002.
Dubai Festival City - 2006

· Dubai Festival City, a multi-phase project expected to transform the 4 km site along the creek waterfront in Al Garhoud into a world class one-stop destination for dinning, shopping, family entertainment and conventions. It will cost an estimated Dhs 6 billion. Construction will commence soon and the first phase of the project will be completed in 2006. The Festival City will be executed by Abdulla Al Futtaim Group and will be the biggest tourism and commercial project in the Middle East.

Dubai Healthcare City – 2010
· As part of Dubai’s 2010 strategic vision, the Dhs 1.8 billion Healthcare City will transfer Dubai into a global hub for specialized healthcare and center for medical education and research. The facility is expected to serve patients in the region, covering 31 countries including the Middle East, East Africa and the Indian subcontinent. The project includes the establishment of the healthcare institutions, hospitals and clinics, medical and fitness clusters, laboratories and life science research centers, a nursing school and a medical university. The first phase of this project is expected to be complete by 2004 and the rest by 2010.

Dubai Investment Park – 2004

· Dubai Investment Park (DIP) is a modern and environmentally friendly mixed-use of industries, business, residential and recreational development, which is located on Sheikh Zayed Road between Interchange 6 and 7. The DIP is 3,200 hectares in size and is located approximately nine kilometers inland from the Gulf. It is approximately 3.5 km in width and 9.7 km in length. The Park is being developed, managed, and operated by the Dubai Investment Park development Company LLC (DIPDC).

Dubai Land – 2006 · Dubai has announced the creation of the region’s biggest tourism project, Dubai Land, with an estimated investment of more than Dhs 18 billion. The project will be built along Emirates Road, next to Nad Al Sheba, Al Qouz and Al Barsha. Dubai Development and Investment Authority (DDIA) will manage the project. The authority is in the process of setting up a dedicated organization to handle Dubai Land in terms of zoning and regulations. The government intends to spend Dhs 2.6 billion in the first phase to develop the project’s infrastructure. Dubai Land will be built on a two billion square foot area and will include 45 mega projects and 200 sub projects. The venture is expected to attract approximately 200,000 visitors daily and will boast the biggest mall in the world, Mall of Arabia. Other divisions planned to be part of Dubai Land include a sprawling Adventure World as well as Sports World, Eco Tourism World, Shopping World, Family City World and Kids World. Execution of the project, which will see 15 million tourists visiting Dubai by 2010, is already underway and is expected to be completed by late 2006.
Dubai Marina – 2008

This project being developed by Emaar Properties will be a city within a city, able to accommodate over 150,000. The mini city, which will be located in Jumeriah, will be completed over a period of 10 years. The Marina will cover an area of 24.4 million square feet and will have a sea-face stretching out up to 3 km. It will stretch from the Dubai International Marine Club to the Radisson SAS Hotel and Sheikh Zayed Road. Emaar will develop the site, put in place the basic infrastructure and construct real estate projects over a period of 10 years. It will spend over Dhs 16 billion for this, which constitute approximately 70% of the project. The remaining 30% will be given to private individuals and companies for development. The Marina will have a mix of low, medium and high-rise buildings. Only 42% of the total area, covering over approximately a million square feet, will be available for construction. The rest would comprise open space, water surface, roadways and public facility activities.

Dubai Maritime City – 2006

· Dubai is building the world’s largest Maritime development which consist of 25 million square feet of man-made peninsula, costing Dhs 650 million.
The Dubai Maritime City (DMC) will provide world-class maritime services, catering to maritime industries that are continually growing. Gulf Craft Inc. Company is taking part in the project as an investor in the 1st phase, which has already started and will be completed within a year. The Maritime City will be built between Port Rashid and Dubai Dry Docks, and will cater to a diverse maritime clients focusing on national, regional and international companies and institutions involved in maritime related business. It will be active in 6 areas – marine services, management, product marketing, research and education, recreation, ship design and manufacturing. The Maritime City will have a separate set of rules and regulations, which will be drafted through consultations with prospective participants in the maritime city.
Dubai Metals and Commodities Center – 2005

· Dubai has established 3 refineries and a metals and commodities center that provides a full range of facilities and services for trading in gold, diamond and key commodities like tea and sugar. The DMCC is a free zone offering 100% ownership and a 50-year tax holiday to resident companies. The center is located on Sheikh Zayed Highway.
Dubai Pearl Development – 2006

· Dubai Pearl project will undertake a Dhs 3 billion to develop an upscale township between Dubai Technology Free Zone and Palm Island, and it is coming up over a 10 million square foot area. Work is to start by summer of 2004 and should be ready by 2006.
The 3-hotel project, that will be a component of the project, will together have over 1,500 rooms. One hotel will have the Movenpick branding. It will also see over 2,000 residential units coming up, plus a theatre and a 1,800-seater Opera house (the biggest in the region). Over 1.2 million square feet of commercial property will also be incorporated into the project, with advanced facilities for business. There will also be a “ Technology Center”.
Dubai Railway Project – 2008
· An ambitious project to give Dubai a public railway transport system is taking final shape with construction commencing in 2003. The expected cost of the project is approximately Dhs 2.8 billion. There will be 2 lines, Red and Green, with a combined length of 50 km. There will be 37 stations. The Red line will stretch from Sharjah border to Jebel Ali, and the Green line stretching from Dubai International Airport to Al Ghubaiba area, via Khalid bin Al Waleed Road. The main station will be Al Ittihad.

Dubai Silicon Oasis – 2005
· Dubai Silicon Oasis will be built in Dubai for global semiconductor industry. Spread across 6.5 million square meters, it will encompass the $1.7 billion Dubai Factory of Communicant, the joint venture between Intel, the Dubai Government and the German Government of Brandenberg State. Construction started in 2003 with Communicant starting in 2005 and production by 2007. Dubai Silicon Incubation Center, at Dubai Silicon Oasis, will provide a facility for broadband and wireless incubation for the development and commercialization of intellectual property. And will help create regional enterprises at the top end of the spectrum.
Emirates Hills and Lakes Project – 2003

· Emirates Hills aims to be one of Dubai’s most prestigious residential developments. The first phase involves the construction of the Colin Montgomerie Neighborhood (overlooking the gulf course). This will feature 621 villas ranging from 12,000 sq ft to 60,000 sq ft in size. Emirates lakes comprise a series of designed neighborhoods separated by water, green areas and parks. An inter-connected sidewalk system links residents to amenities that include a community center, health club, restaurant, shops and a nursery school. The Gulf Course opened officially in October 2003. The rest of the project will open on a rolling basis.

International City – 2006

· Nakheel LLC & DMJM International have announced the development of International City, which is set to be a melting pot of world culture, commerce, and lifestyle. It is located on the north side of Dubai in Al Warsan, and the pre-designed complex will set over an incredible 800 hectares of land, with an estimated cost of Dhs 1.5 billion. The development will be made of 6 key areas including the Central District, Dubai Gates, the Dragon Mart (China Six Mart), The Residential District and The Forbidden City. It will also include residential buildings resembling the architectural of Italy, Spain, Morocco, Persia, Greece, China, Indonesia, England, Russia, Thailand and France. There will also be a selection of retail outlets, restaurants, schools, hospitals, post offices and extensive parking facilities. Construction of the project is well underway with the grading of the land already completed. The first phase of the project is expected to be operational by mid 2004, and the rest towards the end of 2006.

Jebel Ali Port expansion – 2020

· A massive Dhs 4.2 billion expansion plan for Jebel Ali Port will increase capacity from present 4 million, 20-foot container (TEU’s) to 21.8 million. The project comprises 4 phases extending until 2020.
Knowledge Village – 2003

· Dubai is set to become the region’s leading center for learning and innovation, thanks to Dubai Technology and Media Free Zones’ development of a Dhs 250 million Knowledge Village near Dubai Internet City. The building was completed in 2003 (one million sq ft).
